Born on September 25, 1977 in Ponce, Puerto Rico he was raised in Ponce, and graduated from high school  at  Colegio Ponceño in 1995.  Started college in the Pontificia Universidad Católica de Puerto Rico, then transferred to the Interamerican University of Puerto Rico Metropolitan Campus, where he graduated with honors and obtained a Bachelors degree in finance in 1999. He was captain of the tennis team for both universities.

 Began working as vice-president of Ponce Service Plaza Inc. a company dedicated to real estate development in Peñuelas, Puerto Rico. There he was in charge of supervising government permits, leasing agreements and construction management. He was also assisting a family business in areas of finances, investments and real estate. In 2000 he started his own business by managing a gas station in Peñuelas, Puerto Rico. That gas Station became one of the best selling stations in Puerto Rico receiving numerous honors.

In 2004 he enrolled in Pontificia Universidad Católica de Puerto Rico Law School. There he reached the Deans List all three years and was awarded the highest average of his class for school year 2005-2006. He was a member of “La Revista de Derecho Puertorriqueño” in which he actively participated in the development of the radio and television department hosting himself the first televised interview of the publication in the university’s channel to Hon. Alejandro García Padilla, then Director of DACO. He graduated from Law School “MAGNA CUM LAUDE” in 2007.

Currently he works in HATTON-COUTO Law Firm located in Ponce, Puerto Rico in which he is a partner. There he practices law in areas like real estate law, construction law, commercial litigation, employment law and administrative law.

 Currently he manages various companies dedicated to real estate development primarily focused on midsize commercial developments in Aguadilla, Cabo Rojo, Ponce and Coamo.
